Extension skips credit check but not when order is on other hold

Summary:

Hi Team,

We are using the standard oracle provided extension to skip credit check on revision when there is no amount change.

When order is on any other hold apart from credit check and the order is revised without amount change it is not going into this extension and triggering a credit check.

We are using the below code, and it works fine but when order is on other hold apart from credit check and user revises the order it should not go on credit hold, but it is going and if order is not on any other hold and user revises it works perfectly.
