Change Beneficiary life event processes and closes

Summary:
When are Benefit Consultant's add the life event 'Change Beneficiary Designation' the life event will just process and close. It does not allow us to re-open so the Benefits Consultant can update the beneficiary on the team members behalf.
This was working previously but we have recently started seeing the process and close happening. Has anyone else experienced this? Not sure if it was a change and acting as designed or an Oracle bug.
