Allow Line Managers to Change Location or Manager only for contingent workers

Summary:

Hi, Our client would like to prevent a Line Manager from submitting change to an employee's Manager/ Location/ etc - since it will be strictly driven from Positions. Though, Contingent Workers without positions can go through such changes.

Is there a way to prevent Line Managers from viewing Employees on the search page (or) shown an error when they try submitting such changes?

Please share best practices that can be recommended for this requirement.
