Validation rule written in VBCS for personal details page is impacting other fields

Summary:

We have created a field validation in VBCS in personal details page for DOB, employees are not support to edit the DOB however HR can do it.

I had created the rule to show error while editing own info and warning while editing others info, but now system is not allowing employees to edit the other fields in the biographical info section.
