Decentralized IT Security Manager role

Summary:

We are doing global implementation and wanted to check possibility of having Decentralized IT Security Manager role … Where each country can have IT team to assign roles only to the users (employees / Contingents) present in that country only. Is there any way of achieving this or "IT Security Manager role" will always be centralized where concerned IT users can assign roles across all countries.
