RSSP Error when trying to add a line- "couldn't create requisition line"

Summary:

After the 26A update multiple users are reporting an error when trying to add additional requisition lines. Sometime when cache is cleared it will go away, but sometimes it will stay. Is anyone else having this issue or knows of a way to resolve without having to clear cache?
