Progression Increment- All steps in grade, stop at ceiling- Not getting option to select the step

Summary:

We have set Grade ladder rules as

Progression Increment: All steps in grade, stop at ceiling; Progression Confirmation Type: Manual

However, when we're running the process, we're not getting any option to move the candidate to desired step. But upon accepting it's directly moving to the next step in in the grade
