FSCM requisition approval management rejection conditions having like

We are using FSCM Requisition Approval Management for our requisition workflow routing.

Content (please ensure you mask any confidential information):

There are certain type of deliver to locations for which we do not want our requesters to submit requisitions (due to reasons like TAD rules not setup for those locations). However we are unable to control those locations from the dropdown in our purchasing requisitions and we need to have those locations created in Oracle due to HR reasons and cannot avoid that.

We have been trying to create rejection rules, however the like conditions arent favoring us.

If we use the complete name of the location, the rejection rule works but we have more than 1000 such locations and do not want to define all the 1000 in the workflow rules due to maintenance.
