Unable to add additional Language as Listening in Talent Profile

We would like to add new field as listening but unable to do it:

In Person profile as well, we are unable to add additional Label:

Is there any way to achieve this other than creating a EFF and adding the EFF in the application flow.

Please let me know if there is any way to create a new field Listening in the Language section.
