Issues with promotions after moving to redwood

Summary:
After moving the Manage Job Offers pages to Redwood we are having the following issue:
Unable to complete the process of pushing the offer to the employment record. On the Manage Job Offers page, I attempted to complete the promotion. The transaction failed with the following description: "The request operation failed with the business rules defined for PromotionsRuleSet". Resolution: Validate the BPM rule for PromotionsRuleSet and ensure it returns a valid approval hierarchy.
Please note: the Transfer Transaction type worked successfully. There just seems to be an issue with Promotions for some reason.
This was not an issue before moving to Redwood.
