Can we build a Hierarchy between different Maintenance Assets assigned to different Customers

Summary:

We have a scenario where business wants allowing different ‘Customers’ Assets and build a Parent/Child relationship between them.
Below is the use case we are looking into and currently oracle is not allowing to have this: 
Business has some Assets that are private assets that have CUSTOMER = PRIVATE, and some assets have customers as NonPrivate. Can we build a Parent child hierarchy between these assets ? so that the Asset with NonPrivate is the Parent and Assets with customer as Private are child.

From UI only assets with the same customers are appearing while building the Hierarchy , We are unable to load these assets because for this parent child relationship via FBDI also.
