How to solve / reproduce the error message "The candidate ABC is on the HR Specialist's list of offers, but there was an error while processing the offer for XYZ." after doing to Move to HR action.

The recruiter receieved the above error and we don't know why this error message occured. We are trying to replicate issue but not clear on how to reproduce. Please suggest why this could have been triggered and how to resolve.
