Error "We couldn't provide an estimate with these attributes" on Job Requisition Creation

Summary:

I'm encountering an issue while trying to create a job requisition in our system. After filling out the required fields and attempting to get a time-to-hire estimate, I am presented with the following message and no estimate is generated:

"We couldn't provide an estimate with these attributes."

I need clarification on what specifically causes this error? Is it a system limitation or data issue?
