Is there a way to restrict logical hierachy by organization

We would like to restrict the logical hierarchy based on org is there a way we can achive this and also it does not matter which role we use we can't restrict the creation the plus "+" button for technician role. we tried the sandbox approach but it seems the it is not allowed to update any attribute for this button to achive what we like to achive. this is very important to understand that we should not have everyone in the organization to be able to update or create logical hierachy but it seens there is no way we
