How to setup account-based exceptions to the signing limits

Summary:

We have our signing limits set based on the Job code level which are applied to a position. The level determines if the Team Member is a supervisor, manager, etc. Along with the signing limit for each level 500, 2500, etc.

Is there a way to create an exception list for individuals who may be a part of that particular job but need more?

Example, we have a Team Member who has level 40 which allows $2500 - $5000. However, this particular person should be an exception an allotted $30k only for pharmaceuticals.

We have an additional list of exceptions but not sure how to apply it on that specific person. Is there a way to create groups for these people and then assign that group to the Approval rules?
