Does duplicate check use each address item as a marker?

I have been asked about duplicate check "potential matches" that are no way near matching the candidate in question. They are not matches at all and we are being told they are "Mediums". When researching duplicate checks, I am seeing the following for attributes. My question is does each attribute count as a matching item? Or is it the entire identifier? Below is an example of one of the "potential matches", it is even showing that recruiter appears to be a match. having medium as the baseline, it requires 3 identifiers and there is not 3 showing.
