supplier pending approval not able to edit

Summary:

Supplier is submitted for spend authorization, and yet to be approved. The user working in supplier Initiator team and who created the supplier is not able to see edit option. Though supplier is pending for spend approval, he should be able to edit the supplier details. We see other user who initiate and request for supplier spend are able to see edit option. The user is a procurement agent , has BU access and same role as other user who are able to edit option. Is there anything else to check?
