Enroll in another plan, even if there is another enrollment in a suspended state

Good afternoon, everyone.

I have the following issue: I create registration windows for unrestricted events scheduled every 30 days. However, when I have plans that are suspended (because the supporting documentation hasn't been attached), I can't create new registrations, even if I'm already in the same registration window.

How can I configure my plans so that even if they are suspended, I can still register for other plans that aren't suspended within the same registration window?
