does supply planning consider work order demand without having item structure ?

We have constrained supply planning and process manufacturing. Our requirements is that some of the work order are not generated through SP, and some of these WO doesn't have item structure but still have work definition.

In plan inputs, it shows work order for the FG item and work order demand for the component. But after running the constrained plan the work order doesn't show its demand pegging.

I just want to confirm whether this is the expected behavior
