How do we add approval for certain list of certification and not all

Hello,

We have a requirement to enable approval for lisences and certifications but not all certifications requires an approval. How do we write a rule in transaction console to identify which certificate requires an approval and which certificate should be auto-approved, added to that person talent profile.

We were thinking if we can add some prefix or suffix to the name of the certificate to identify them but unable to figure out how to write it in rule or which attribute should be used for this.
