Need inputs on Legislative Data update page

Summary:

We are getting transitioned to USOPTE and we will be using the Legislative Data update page going forward, I would seek some confirmation here :

1. What is the exact time when these patches will be triggered.
2. In Vertex, we have the calculation guide after every vertex page is applied. Where can we get similar document in OPTE.
3. Will the payroll fail if they coincide with such updates running ?
4. What would be window of these updates ?
5. Will the tax engine be locked out during maintenance window ?
6. How long will be getting the known variance report ?
