Why is NC supplemental tax rate not as expected in US OPTE

in Payroll and Global Payroll Interface (GPI)

Summary:

We were expecting the NC supplemental tax rate at 4.09%, however, US OPTE takes the rate as 4.35%.

Does anyone know the solution to override this rate at organization level please?
