Seniority Date V3 details does not show for Terminated Employees in GPI

Summary:

We are currently using Global Payroll Interface Template to send Seniority Date to our vendor. We are using Seniority Dates version 3 and we are trying to retrieve Enterprise Level Seniority Dates, continuous service date and original hire date.
During testing we were unable to retrieve seniority dates of terminated employees.

Based on our investigation, the UE of GPI - ORA_HRY_GPY_SENIORITY_DATES_UE contains the logic:

trunc(&b3) between sen.effective_start_date and nvl(sen.exit_date,sen.effective_end_date)

We then checked the exit dates of these seniority date code of terminated employee, they are populated with a value equal to their termination date. This prevents us from retrieving the Seniority dates of
