Where are the User Preferences Alias Settings used in FCCS?

Summary:

User has both Member Name:Alias selected in User Preferences General tab for Alias Settings. Where is this setting used? We assumed both forms and reports would display what was selected but the report is only displaying Alias. Report heading is set at 'default for heading'.
