How do I change the Primary flag on Manage Geography

Summary:

Hi Experts,

Could anyone help me how I can change the Primary Flag on Manage Geography from State code to State Name. Currently I see the set primary option is disabled for me.

My main goal is to show the State Name under the Primary Location drop down in Create Requisition page and I assume changing the primary flag enables me to show the State Name.
