How to make People Group Required on Convert Pending Worker in Redwood

We want to make People Group required in Convert Pending Worker. We have made this required in VB Studio and it says it's required on the page, but will let you bypass to continue or submit without requiring a value in the field.

Label says the field is required, but allows user to move forward without keying in a value.

Is there a step we are missing or is this a potential bug?
