Workforce Compensation Eligibility

In workforce comp eligibility, we have the following requirements:

1. There is (of course) a group of employees who are eligible for comp review.

2. There is a group of employees that are ineligible for review but we want to see them in the allocation worksheet for completeness of viewing a team, and they may be made eligible on case-by-case basis

3. There is another group of employees who are completely ineligible for review - they will never receive a salary review and we do not want them to appear in the allocation worksheet at all.
