Is there a way to create group of Evaluation Team members to default on Qualifications/Initiatives

Is there a way to create group of Evaluation Team members before hand and default it based on Qualification Area/Model selected or can be selected as a group while raising initiatives, because there are 10 team members and adding 10 names every time we create an initiative is inefficient.
