Inactive resource appearing on Resource Creation Exceptions

The maintain project enterprise labor resources job runs daily with the following parameters selected:

This should remove resources who are inactive in HCM.

However, we're receiving exceptions with the following reason:

“{NAME} has the same email “First Name”.”Last Name”@****.com. Provide a unique email in Oracle Fusion HCM for each person."

This is a valid exception reason as 2 records do have the same email address, however, one of the records is inactive. It is the same person who left the business and was rehired at a later date with a different user name, person number and role, but does have the same email address.
