Non standard work order/work order without item struccture pegged to not pegged demand

Hi guys

We have constrained plan and there are some non standard work order that use no item structures.

Why do these Work Order pegged to what it seems to me like safety stock since the order tye says not pegged. We don't set safety stock for these end items. I already running the plan refresh with current data
