As attached screenshot: how I can make these two highlight option editable in oracle fusion cloud 256 ?

Currently when adding a new assessment package there is a section that says: 

When do you want internal candidates to take the assessment?

 The two options are grayed out and need to either be made editable OR the second option, 

After applying for the job

 answer needs to be set as the default.
