Redwood Setup and Maintenance not in Menu

Summary:
In our Production environment, when we are on a Redwood page (RSSP, Manage Agreements (New), etc), the Setup and Maintenance option is not in the Menu.

We can see the Setup and Maintenance option in the Menu when on Redwood pages in our lower environments, but not in Production. It's also happening with Redwood pages in other pillars like HCM and commonly for all of our users. Is anyone else encountering this?
