How are cXML sourced punchout PO's transmitted to supplier without OBN or CMK

While implementing Punchout catalogs with Source type as cXML and there is no OBM/CMK setup done. How are the PO's generated out of these punchout purchases transmitted to supplier. Is OBN/CMK setup required? Can PO's be transmitted manually?
