Unable to access submitted payroll flows even after adding access payroll flows privilege.

Summary:

When we try to click on any of the completed flows under view flows we are unable to access submitted payroll flows even after adding access payroll flows privilege, along with these privileges we have also added below mentioned roles and priv:

We do not wish to grant additional access hence we dont want to use payroll manager role.
