Access Control for Compensation Plan Data by HR Region

Summary:

Is it possible for a compensation plan to be set up so that some HR personnel see certain data while others see different data? For example, I would like HR in France to see only French users and HR in Spain to see only Spanish users. The plan and the top approver would remain the same.
