Anyone had any issues updating balance group usages?

Summary:

With the new delivered elements for the state of Colorado's employer head tax we have uncovered some reporting issues. The balances for Head Tax ER Liability are not showing on any reporting: payroll activity report, deduction report, employee active balance report. Has anyone done any configurations to get the element balances to flow to the reports?
