What security roles & privileges are needed to see and create specific courses?

Summary:
I want to understand how do we manage for various Learning Admins to have access to a particular set of courses from the catalog? Let's say I as a learning admin belonging to a particular department say for example - nursing, now I should only have access to the course catalog belonging to the nursing department.
