Users with Recruiter and Recruiting Manager role cant see all offers on offer tab and cant edit off?

Summary:

We have noticed that Recruiters who have a Recruiter and Recruiting Manager role with view all data security still can only see job offers they are on offer team as, they cant even see offers in offer tab started by managers if not on offer team, and even if they find the offer view the requistions they have no edit offer action at all. Any ideas?
