What are these Rates in Progression Ladder ?

Summary:

Hi Experts, I would like to understand the "Rates" section when creating progression grade ladder. Please find my screenshots below.

My questions are:

  1. Why do we have to create "rates" when creating the progression grade ladder? "+ Add" only allows us to create a new one. Can we use an existing one?
  2. In salary basis → salary range → Grade rates, I can find the "rate" that I created in progression grade ladder page, but I cannot find the "rate" in the grade rates task
  3. What is the expected behavior and intention of the "rate" in progression grade ladder creation page?
