Approach or tool for Email Address Deliverability Validation

Summary:

We are currently at our Eloqua Instance have several legacy contacts and wanted to perform an offline validation of email address to check status such as (still active or hardbounce) for delivery.

We would like to get some guidance on any such exercise for offline validation of email address for eloqua.

Do we have any oracle recommended tools for such validation or approach.

We see some 3rd Party tools like mailgun all but not sure that's the correct direction. Any guidance on this will be helpful. Thanks
