Duplicate Supplier tax registration number However keeping the uniqueness of taxes payer ID

Summary:

We have a business requirement from our customer to allow suppliers to register even if the

Tax Registration Numberis duplicated. However, the Taxpayer ID must remain unique in the system and should not be duplicated across supplier registrations.

I've already did the below setup:

1- "Allow Duplicate registration Numbers" checkbox enabled for the Tax Regime

2-Set Duplicate Validation Level= No Validation under Manage Tax

3-Optin feature »Prevent Suppliers from Registering As a Duplicate(When i tried to remove this option, the system allow the duplication for both Taxpayer ID and tax registration number)
