Unable to access terminal or do anything

I am unable to SSH or use cloud terminal and etc methods

Today, i got a vm back, and I had a boot volume already, i have restored from it but i accidently deleted it during a swap of boot volumes, but i had a backup both boot volumes had the same issue of being unable to SSH into my machine and port 22 keeps "Refusing the connection", I am also unable to get cloud terminal and other inbuilt web methods as such I would like to get

"single-user mode"

which I have heard can allow me to troubleshoot more deeply as I have no access to the machines terminal in any way right now. I need some form of assistance either fixing the OS or getting single user mode.
