Bug with instance and block storage quota calculation on free account

I have been dealing with this issue for a couple of years now. There is a discrepancy in the way my account's instances and block storage is being calcualted. Its possible its leftover from a terminated instance. I have already audited everything and there is nothing that is accounting for this discrepancy. See below for evidence. This has been preventing me from creating my 4th instance in my free account and does not match the documented limits.
