Edit Pending worker getting error on salary page

When doing edit pending worker on just one (at moment) im getting this error on salary page- "

The salary isn't updated from the grade ladder rate because the rate isn't greater than the current salary.

Any ideas? Ive checked Grade Rate and Ladder etc and it all seems to be pulling in the correct information.
