USOPTE EAV - Load Geographies is only showing Data Source Vertex after turning on EAV

We have performed the steps provided in this document to turn on USOPTE but upon running Load Geographies, it only shows Vertex.

1. We have run the Run Feature Upgrade to Enable Enhanced Address Validation for US

2. Updated Features by Country or Territory to Address verification without search

3. But when running Load Geographies, it only shows Vertex.

We know that the option should give us Oracle as Data Source as we have done this in other lower environments (such as DEV5, DEV8).

This is supposed to be our last testing before we proceed in production next week. Can you please provide any inputs on this?
