USOPTE enabled but Address search says "No Suggestion Found"

Summary:

USOPTE is enabled, but the Address Search shows “No Suggestion Found” when we go to Hire an Employee and try to enter an address.

We have full Address Verification enabled. We’ve already run Load Geographies and the Address Verification Process in both Draft and Final modes (both as verification status of Unverified). I’m not sure whether Final mode should still be run as “Unverified” or "User-verified address records"

Tax jurisdictions are being added as expected. We also ran payroll after enabling USOPTE and are seeing the expected new taxes. So everything appears to be working except the address search during new hire.
