Option requires in Approval workflow to perform task without action required tasks

We have the following business scenario for the PR workflow:

Rule 1:

User A: Approval Required
User B: Information Only (with the ability to add comments and attachments)
User C: Approval Required

According to this scenario, once User A approves the task, the system should assign the next task exclusively to User B. User B should be able to review the information, add comments and attachments, and have the capability to either revert the task back to User A or forward it to User C. The remainder of the workflow should proceed as usual.
