Phone and email details should not be mandatory when Hiring new employees

in Human Capital Management

Summary:

Hi Everyone,

We've a requirement of make fields phone number and email address optional. 
While hiring a new employee through "Convert from Pending Worker", the phone number and email address are mandatory and we need to make it optional. Checked the page in VBS and it's required and I'm not able to change it.

Can you please let me know what needs to be done in order to make this field optional. Is this field configured in some DFF.
