Does the Enhanced Address Validation align with the address update in ORC?

When looking at and beginning the process for the Enhanced Address Validations, we noticed it is similar to the update that occurred in ORC previously. Do these two options align? Meaning if the candidate uses the "suggested" address when applying then gets hired, does this mean the address is already validated?
