Can we reuse the same approval spreadsheet for workflow rules in different environment

Hi,

Can we just upload the same Workflow rules in Spreadsheet in different environment PROD and non-PROD ?

Or do we need to download the ones from PROD and redo the changes on it and we cannot reuse the ones on non-prod environment?
